Santo Domingo — The DR government  began to search and catalog all hard-copy books and records of births since 1929 to 2007. This was prompted by a request of the National Immigration Council (CNM) to list all foreigners that appear in the civil register.

The CNM had issued a 30-day deadline to the JCE to provide this information in adherence to the Constitutional Court, that demanded an overview of the registry of irregular foreigners within a time frame of 90 days. Across the country government employees were tasked and instructed as to how to perform the work in the quickest way possible.
